Most of us make our own, as there are various types you can use and it will also depend on they style of dress that is being worn and the shape that you want.

Truly Victorian carries a number of different type patterns for both petticoats and bustles.

Another good pattern is LM ( Luaghing Moon) i have made the trained petticoat from that pattern.

If you cant sew or dont have anyone that can sew for you, Ebay is a good alternative to find one. Bridal stores are also a good place to find petticoats.

Does the LM trained Petticoat fit over the trained lobster bustle?? It didnt look like it would to me. I have the pattern, but put off making it.
